What an ATS really costs a small staffing agency
The sticker price is rarely the number you pay. Seat minimums, gated tiers, and renewal escalators do more damage to a small agency budget than the headline rate.
The published rates
Across agency-focused platforms in August 2026, list pricing sits between $79 and $165 per user, per month.
| Platform | Published rate |
|---|---|
| Demure | $79 per user, per month |
| Recruit CRM Pro | $85 annual, $100 monthly |
| Crelate Business | $119 annual, $149 monthly |
| Recruit CRM Business | $125 annual, $150 monthly |
| Recruiterflow | $149 per user, per month |
| Recruit CRM Enterprise | $165 per user, per month |
The three costs that are not in the headline
1. Seat minimums
Some annual contracts enforce a five-seat floor. For a three-person agency that is two seats of pure waste. At $119 per user, that is $2,856 a year for nobody.
2. Gated features
Outreach sequencing and AI agents are the two most commonly locked features. When they sit on a tier that is quote-only, the real cost of the platform is unknowable until you are already in a sales process.
3. Renewal escalators
At least one vendor's terms have been reported to include a roughly seven percent annual increase. Over a three-year relationship, that compounds well past the discount you negotiated on day one.
Ask these three questions before any demo: Is there a seat minimum? Which features are above my tier? Is there an automatic renewal increase in the contract?
The real math for a three-person firm
| Scenario | Billed seats | Year one |
|---|---|---|
| $119 with five-seat minimum | 5 | $7,140 |
| $149, three seats | 3 | $5,364 |
| $79, three seats | 3 | $2,844 |
The gap between the top and bottom row is $4,296 a year. For a firm placing at a $20,000 average fee, that is a fifth of a placement, every year, spent on software overhead.
What to actually optimize for
Cheapest is not the goal. The goal is the lowest total cost for a system your recruiters keep current, because an ATS nobody updates costs you far more than its subscription. Read more on why ATS adoption fails, or see how Demure prices.
Common questions
How much does an ATS cost for a small agency?
Published rates run roughly $79 to $165 per user per month in 2026. A three-person firm should expect $2,800 to $7,200 a year depending on the platform and whether a seat minimum applies.
What is a seat minimum?
A contractual floor on billed users. A five-seat minimum means a three-person agency is billed for five regardless of actual usage.
Are cheaper ATS platforms worse?
Not necessarily. Price often reflects sales model and company stage more than capability. Test adoption, not feature lists.
